Citizenship of Uruguay

Latin America is becoming a popular place to live among Europeans. Emigration to Uruguay from Russia does not take much time, but requires careful preparation.
A foreigner just needs to submit an application online to the Migration Service and wait about 3 months. The state is often called “Latin American Switzerland” since the standard of living here is above average compared to other countries on the continent.

Uruguay offers a clear path to citizenship. Priority is given to married couples. The couple can be of any nationality; marriage to a Uruguayan citizen is not required. Married persons may apply for citizenship after three years of residence in Uruguay, starting from the issuance of the first temporary cedula. Unmarried persons can apply for Uruguayan Citizenship after five years. The processing time for an application for citizenship is six months.

Citizenship is granted by naturalization, but the applicant's nationality of origin is retained. Nationality of origin and place of birth, even if the nationality is not an exact reflection of another nationality, is always indicated in Uruguayan passports. Uruguay allows dual and multiple citizenship.

Uruguay passport is visa-free in EUROPE, ENGLAND, and a US visa for 10 years.

Tax residence in Uruguay does not impose an obligation to pay taxes on any income, regardless of the country where it is generated, unlike Spain. In Uruguay, only income received in Uruguay is taxed.

Time frame for obtaining Uruguayan citizenship:

For those who do not have a marriage certificate, the period for obtaining is 5 years;

For married people, three years from the date of first entry into Uruguay;

Plus 6/9 months for consideration of an application for Uruguayan citizenship.

Requirements and costs for obtaining Uruguayan citizenship:

It is required to open a company for each applicant;


Company registration - 1500 euros;


Minimum social tax +/-100 euros per month;


Company administration/accounting – 170/180 euros/month.

When conducting a case for Uruguayan citizenship, departures from Uruguay are allowed for a maximum period of 2 months, but not more than 120 days a year.

    Cost of support for obtaining Uruguay Citizenship with the presence of:

  • 26,000 euros per applicant;
  • 52,000 euros for spouse and applicant;
  • 65,000 euros for the applicant’s spouse and one child;
  • 78,000 euros for the applicant’s spouse and two children;
  • 20,000 for each additional family member.
  • The cost for all family members is calculated and agreed upon in advance and individually.

    Cost of support for obtaining Uruguay Citizenship without presence:

  • 80,000 euros per applicant;
  • 160,000 euros for spouse and applicant;
  • 200,000 euros for the applicant’s spouse and one child;
  • 240,000 for the applicant’s spouse and two children;
  • 60,000 for each additional family member.
