Residence permit of Russia through investment
Currently, in Russian immigration legislation there is no “entrepreneur” visa in the classic version, since the creation of a company does not give a foreign citizen the right to receive any type of visa. After registering a company, a foreigner can work in his own company and obtain a work permit and work visa. So formally it is a mixture of business and labor immigration. In Russia there are 2 types of work permits: standard - for 1 year and highly qualified specialist (HQS) - for 3 years.
The main criteria for recognizing foreigners as investors for obtaining a residence permit in the Russian Federation were approved on December 31, 2022. In particular, these are investments in socially significant projects in Russian regions of at least 15 million rubles and in Russian enterprises from 30 million rubles.
The Ministry constantly reviews applications and sends positive conclusions to the Ministry of Internal Affairs after a thorough analysis. Registration of a residence permit takes about four months.
To obtain a residence permit in Russia, the Cabinet of Ministers approved the rules by which they will evaluate whether a foreign buyer of real estate can obtain a residence permit for a residence permit in Russia, and they are approved by the government of the Russian Federation.
Investors will have to send documents to the Ministry of Economic Development. The investor is required to provide an extract from the Unified State Register of Real Estate and consent to the processing of personal data. The extract must indicate the cadastral value of the property and whether there are any encumbrances on the property or restrictions on rights. To verify the accuracy of the information, the Ministry of Economic Development will independently send a request to Roskadastre. The investor will be informed about the results of the assessment within thirty working days.
The criteria for recognizing foreigners as investors to obtain a residence permit were approved at the end of 2022. It is enough for a foreigner to buy real estate for any purpose at the construction stage or within two years after its commissioning, and it is also required to own the property continuously for a year before the date of application for a residence permit. The investor is required to own objects with a total cadastral value of 20,000,000 rubles. Such requirements apply in the regions of the Russian Far East. In Moscow, the total value of real estate must be at least 50,000,000 rubles, in other regions at least 25,000,000 rubles. It is imperative that during the last year there should be no restrictions on rights or encumbrances on the property, namely, an apartment for which a mortgage is being paid will not give the right to obtain a residence permit.
