Residence permit of Italy through investment

The residence permit for investment in Italy allows the investor to reside in the country for a long time, within the validity period of the permit. To obtain a residence permit, an investor must invest in government securities or donations from the Republic of Italy.

Benefits and conditions of Italian residence permit for investors:

An investor residence permit is issued to applicants who have sufficient capital to make investments under one of the options. The investor's income must come from legitimate sources. An interministerial committee, which consists of representatives of the main ministries and tax authorities, always decides whether the candidate/investor meets the requirements of Italian law. All applicants undergo Due Diligence due diligence.

The initial Italian residence permit for investment is issued for two years and then extended for three years, and the applicant has the right to include his next of kin in the application for a residence permit. After five years of permanent residence, the applicant may apply for permanent residence. And also after five years of permanent residence (a total of ten years of common residence) it is possible to apply for an Italian passport. Dual citizenship is allowed in the country. Italian citizenship by investment can be inherited.

There is a tax with obtaining a "Golden Visa" for investors and a special tax regime Flat Tax - a fixed tax. Annually it is required to pay 100,000 euros to the Italian treasury.

This preference has been available for fifteen years and is beneficial to investors whose overseas income exceeds 800,000 euros.

List of documents for obtaining a residence permit in Italy for investment:

  1. Dossier of the applicant;
  2. questionnaire and 2 photos 35 × 45 mm;
  3. foreign and internal passport;
  4. a written undertaking to make investments with a description of their nature and recipients;
  5. bank statement from the account on the availability of the required amount for the deposit;
  6. confirmation of the legality of sources of funds - tax returns;
  7. documents confirming the availability of money for family living in Italy;
  8. documents for rent or ownership of real estate;
  9. birth and marriage certificates for family members;
  10. medical insurance, costing from 600 euros per person per year;
  11. certificate of good conduct and absence of tax debts with an apostille.

Programs for obtaining a residence permit in Italy for investment:

- EUR 2,000,000 investment in government securities.
- 1,000,000 euros non-refundable contribution, namely investments in the form of donations for socially significant projects in the field of science, culture, education, natural heritage.

The investor gives an official obligation to deposit money within 3 months after arriving in the republic, and also to keep investments for at least two years.

Investor Requirements:

a citizen of any state that is not part of the European Union and the Schengen area;

over 18 years of age;

not judged;

not having bans on entry to Europe and violations of visa regimes;

acting as an investor as an individual;

possessing sufficient finances for living in the republic;

having his own or rented housing on the territory of the republic.

Submission procedure:

  • The investor sends a request to the National Committee for Investor Visas by online application.
  • The investor's application is considered by the members of the committee within a month. The committee may request additional paperwork or invite the applicant for a video interview.
  • If the application is approved, the candidate receives a Nulla Osta certificate and, with a full list of papers, it is necessary to apply for a long-term visa at the Italian Consulate in the candidate's country of residence within six months.

After entering the Republic, an immigrant applies to the Migration Department of the Questura for a residence permit card (no later than 8 days from the date of arrival). Then, within three months, the investor must fulfill investment obligations in full.

Cost of support for obtaining a residence permit in Italy:

  • 45,000 euros per applicant;
  • 80,000 euros for spouse and applicant;
  • 100,000 euros for the applicant’s spouse and one child;
